Project description:
The goals of the project were to create a virtual space to establish social dialogue, including the possibility of participating in geo-questionnaires, submitting applications, leaving comments and suggestions; providing residents with the availability of spatial data of the city of Open data (e.g. through data in the form of 3D visualization); increasing the number of e-services, e.g. generating excerpts and on-line excerpts; the possibility of creating a personalized profile in the spatial information system; increasing the awareness of residents regarding the possibility of using data, popularizing the use of data – e.g. by organizing a hackathon; strengthening the capacity of local government units for social participation in city management (by adjusting the form and quality of services) and promoting good practices.
The project included:
- development of the "Smart City Strategy for the City of Kołobrzeg", which includes the main tasks and goals for Kołobrzeg to become a Smart City;
- building a spatial information system based on the geographic information system (GIS) technology for city management, collecting and sharing city data, handling public consultations and increasing the resource of official e-services. The platform consists of two websites – the Citizen's and Investor's Portal and the Official's Portal, operating on the same system, having a common database;
- creating a platform for exchanging experiences with institutions using GIS technology;
- promotion of the developed solutions, incl. organization of a Hackathon to create an application using data about the city; organizing public consultations using the spatial information system (geo-questionnaires and 3D-visualization).
