Project title: ”Safe City” – a safe city of Przemyśl as an element of the Smart City concept

Project description:

The aim of the project was to build Intelligent City Monitoring (IMM), connected to the city lighting system, equipped with a mechanism for distributing data to various public services.

The project was implemented in 3 phases:

Phase I. An in-depth analysis of the city's current security condition

An in-depth audit and expertise along with recommendations were the basic source for the development of a detailed project concept. The city assumed the Safe City concept based on:

  • a) Intelligent event monitoring – the IMM system assumes an enhanced image monitoring capabilities in order to report alerts about dangerous incidents on roads and sidewalks;
  • b) Intelligent data collection – the obtained data is integrated and analyzed with a minimum time delay;
  • c) Intelligent lighting – the IMM system is integrated with intelligent energy-saving LED street lighting with multi-stage power reduction (smart grids), the main task of which is to increase the level of safety and optimization of lighting in accordance with the needs of residents; in addition, a beacon was installed next to each lamp, allowing the city to conduct city games, and a WiFi transmitter enabling free internet connection;
  • d) Intelligent traffic – the IMM system enables the management and monitoring of pedestrian and vehicle traffic (collecting traffic profiles), which allows to build a map of traffic intensity and daily traffic profiles.

Phase II. Developing a communication strategy with residents and consulting with citizens on the assumptions of the IMM system, including its adjustment to the needs and possibilities of involving the local community

For this purpose, it was created a dedicated information service with the possibility of public consultations and communication with residents.

Phase III. Implementation of innovative technical solutions of the system, which were disseminated and tested as part of a pilot programme

During the project implementation, tender documents, feasibility studies and technical documentation were prepared.

The main effects of the system are: improving safety in the city, increasing the efficiency of monitoring operators and the effectiveness of city monitoring, increasing the ability to respond to events in real time, improving the energy efficiency of lighting and reducing environmental light pollution.
